KWBTS Noise Insulation Program

Noise Insulation Enhancements for Key West Condominiums

This project involved the noise insulation of 16 condominium units located adjacent to Key West International Airport. It represented the final phase of a four-phase program in which DEC Contracting completed noise insulation improvements for a total of 156 units at the Key West by the Sea condominium complex.

The scope of work included demolition, asbestos abatement, installation of new windows and doors designed to reduce aircraft noise, and replacement of all HVAC and electrical systems. The project was funded by the FAA, requiring strict compliance with federal guidelines, including Davis–Bacon wage rate standards and Disadvantaged Business Enterprise (DBE) participation goals. To meet these requirements, DEC Contracting implemented detailed compliance procedures with daily, weekly, and monthly reporting to ensure full accountability.

A unique challenge of the project was the need to coordinate construction within privately owned condominium units. Each owner was required to vacate their unit for exactly two weeks, carefully packing and consolidating belongings prior to construction. This created an inflexible schedule—units had to be turned back over precisely on time to minimize disruption to residents.

DEC Contracting successfully met these challenges, completing each unit on time and without delay, allowing owners to reoccupy their homes as planned. The project demonstrated DEC’s ability to deliver high-quality construction under complex logistical, regulatory, and operational constraints.
